White Paper and Presentation: “Extended Acute Care: Community Need for Long-Term Care Hospitals in the Finger Lakes Region”

Description: This report is designed to enhance understanding of, and assess the community need for, long-term-care hospitals (LTCHs) in the Finger Lakes region of Upstate New York. LTC patients require very complex medical, skilled nursing and rehabilitation care beyond that of most acute hospital patients.

Both qualitative and quantitative methods were used to answer the community needs assessment questions. We conducted interviews with experts within the healthcare delivery system, healthcare providers and healthcare regulators. Quantitative analyses were conducted using selected elements from the 2003 though 2006 New York State Department of Health Statewide Planning and Research Cooperative System (SPARCS) data from acute care hospital episodes for patients 18 years of age and over. This study used a three-stage method to evaluate whether care in a LTCH would have been a better option for 44,634 patients who experienced long stays in Finger Lakes acute-care hospitals.

The results showed a clear need for LTCH beds in the Finger Lakes region, with the total need estimate between 105 to 134 beds. This report also includes Certificate of Need review criteria for LTCHs, including LTCH Clinical Admission criteria, staffing recommendations and LTCH operational recommendations.

White Paper: “The Impact of Healthcare Inflation and Regional Healthcare Cost Variation on Economic Forecasting of Long-term Care Costs and Insurance Payouts”

Description: A comprehensive overview of the complex world of long-term care (LTC) services. This includes healthcare market forces, particularly healthcare inflation rates and regional cost variations that influence LTC costs. This study forecasts the impact of healthcare inflation and regional healthcare costs variation on LTC costs. The study also compares those projected costs with projected payouts from LTC insurance and evaluates the variance between the two. The results show that, in most cases, typical LTC insurance will not cover the full cost of LTC, which creates a deficit for consumers that they must fund out of other resources. Study findings are applicable to financial advisors at every level.
